Answer: b. Lok Bhavan 

– In November 2025, the Union Home Ministry wrote to all governors saying that Raj Bhavan should be renamed as “Lok Bhavan”, and the Raj Nivas in Union Territories should be called “Lok Nivas.”
– The ministry said governors should issue notifications and this would be implemented gradually.
– By 1 December, this had been officially implemented in 5 states – West Bengal, Assam, Tripura, Kerala and Tamil Nadu.

West Bengal
– West Bengal implemented it first. On 29 November 2025, Governor C. V. Ananda Bose renamed Kolkata Raj Bhavan, Darjeeling Raj Bhavan and Barrackpore Flagstaff House to ‘Lok Bhavan’. Bose himself removed the old board and installed the new one. The notification was issued with immediate effect.

Kerala
– From 1 December 2025, Raj Bhavan was officially renamed as ‘Lok Bhavan’. Governor Rajendra Arlekar had issued the notification on 30 November. Thus, Thiruvananthapuram Raj Bhavan will now be called “Lok Bhavan, Kerala”. Arlekar had given this suggestion in the 2024 Governors’ Conference.

Tripura
– On 30 November, Governor Indrasena Reddy Nallu announced that the Agartala Raj Bhavan would now be ‘Lok Bhavan’. The notification became effective from 1 December.

Assam
– On 28 November, Governor Lakhman Acharya issued a notification announcing the renaming of Raj Bhavan as Lok Bhavan.

Tamil Nadu
– Governor R. N. Ravi renamed the Raj Bhavan.

Bihar
– Governor Arif Mohammed Khan renamed the Raj Bhavan as Lok Bhavan.

What will change after Raj Bhavan is renamed Lok Bhavan?
– After the governor’s notification, the address will change (e.g., Lok Bhavan, Kerala). Letterheads, websites and social media will be updated. Tripura also announced that all papers and signboards will be changed.
– Governors will themselves organise ceremonies to connect with the people. The Home Ministry will check how many states implement it.
– The biggest ground-level change is that people will now be able to enter Lok Bhavan. Earlier Raj Bhavan seemed like a royal palace; now Lok Bhavan will be “people’s house.”
– Citizens will be able to meet the governor and file their complaints. Governors will also run complaint committees.

Strategy to make governors “friends of the people”
– The ‘Lok Bhavan’ name will position governors as protectors of democracy, not agents of the Centre.
– On 29 November 2025, West Bengal Governor Bose launched a “Lok Charcha” programme in which people can submit complaints in weekly village visits.
– Bose said: “This building will now be the door of hope, not fear. Complaints related to violence, floods or atrocities will get immediate help.”
– Earlier, Raj Bhavan was inaccessible; now in the first week itself, more than 300 people entered the Kolkata Lok Bhavan without gate passes.
– In Ladakh, Lt Governor Kavinder Gupta said on 30 November, “This is people-centric governance.” But in reality, the change will remain limited.

A new tool in Centre–State tensions
– This change came from the 2024 Governors’ Conference, where a committee headed by Tamil Nadu Governor R. N. Ravi suggested that renaming could make governors “the face of the people.”
– Opposition states like West Bengal and Tamil Nadu consider this Centre’s interference. TMC’s Kunal Ghosh said on 30 November: “Changing name without the state government’s approval is an attempt to run parallel administration.”
– On 1 December, Kerala CM Pinarayi Vijayan said: “This is showmanship; where is real federalism? This change will only fuel Governor–CM conflicts.”
– Social media is debating whether governors will now become “Lokpal.”

Why is the Governor’s residence in India called Raj Bhavan?
– The concept of Raj Bhavan started in the 18th–19th century. When the East India Company created large provinces, governors were given large palatial residences.
– These were called “Government House” in English. But in official and colloquial usage, they came to be known as ‘Raj Bhavan’ because India was then under British Raj.
– After 1947, provinces became states. Indian governors replaced British ones. But the palatial colonial buildings already existed, and replacing them was expensive, so they continued as official residences.
– The term “Raj” was interpreted as “Rajya ka Bhavan” — the highest government residence of the state. The 1950 Constitution also used the term “Raj Bhavan.”
– Since then, the name continued unchanged.
