– To increase irrigation, manage floods, and improve agricultural productivity in drought-prone areas of Bihar by linking the excess water of the Kosi River to the Mechi River (a tributary of the Mahananda River).
– The Kosi River is called the “Sorrow of Bihar” because it repeatedly causes floods, while the Mechi basin suffers from water scarcity.

National Context:
– This is part of India’s National Perspective Plan (NPP), Himalayan component, managed by the National Water Development Agency (NWDA).
– It is part of the Interlinking of Rivers (ILR) project, which started in 2005. A total of 30 links are proposed, of which Kosi-Mechi is one.

Geographical Location of Kosi and Mechi Rivers:
– Kosi River: Flows through Nepal and India. It is formed by the confluence of the Sun Kosi, Arun Kosi, and Tamur Kosi. It enters India near Hanuman Nagar Barrage and meets the Ganga in Katihar district.
Tributaries: Trijuga, Bhutahi Balan, Kamla Balan, Bagmati.

– Water diversion: Transfer of about 2,050 million cubic meters of excess water from the Kosi to the Mahananda basin during the monsoon.

Beneficiary Area:
– Supaul, Araria, Purnia, Kishanganj, and Katihar districts of Bihar.
– New irrigation: 2.10 lakh hectares (for Kharif crops).
– Restoration of existing area: 1.57 lakh hectares.

Timeline:
– To be completed by March 2029.

Financial and Administrative Details:
– Total cost: ₹6,282.32 crore (However, the cost of the first phase of the project is ₹2,680 crore, whose foundation stone was laid by PM Modi on 15th September 2025).
– Central assistance: ₹3,652.56 crore (from the Central Government), the remainder from the state and other sources.
– Approval: Approved by the Central Cabinet (CCEA) on 28th March 2025 under the Prime Minister’s Krishi Sinchayee Yojana – Accelerated Irrigation Benefit Programme (PMKSY-AIBP). This is the 10th project under PMKSY-AIBP (since 2021).

1,050 acres of land at a price of one rupee per year
– Congress leader Pawan Khera held a press conference on 15th September and made serious allegations against the central government and Gautam Adani.
– The allegation is that the government gave 1,050 acres of land in Bhagalpur, Bihar, to Adani for setting up the power plant at a price of just one rupee per year.
– According to the allegation, this lease was finalized for 33 years, and on this land, there are more than 1 million mango, litchi, and teak trees.
