Attack during meeting on demand of winter capital
– At the time of the attack, Conrad Sangma was in a meeting with representatives of activist organizations regarding the demand for a winter capital.
– The meeting included representatives from ACHIK (Achik Conshis Holistic Integrated Crima) and GHSMC (Garo Hills State Movement Committee).
– These organizations have been on a hunger strike for the past 14 days, demanding to make Tura the winter capital.

– The conversation was nearly complete when suddenly a crowd arrived and began pelting stones.
– The police responded by firing tear gas canisters to disperse the crowd. The crowd also attempted to break the gate of the CM’s office.

– Information and Broadcasting Minister Anurag Thakur introduced the Cinematograph (Amendment) Bill-2023 in the Rajya Sabha.
– It was released to the public on 21 July.

What is the Bill?
– Most films are leaked on piracy websites just a few hours after their release, causing losses to film producers.
– In response, the government has introduced a bill to amend the Cinematograph Act.
– The bill proposes a maximum of three years of imprisonment for individuals involved in making pirated copies of films and a fine of up to five percent of the film’s budget.

– Anurag Thakur had withdrawn the Cinematograph (Amendment) Bill 2019 before presenting the modified bill in the Rajya Sabha the other day.
– The purpose of the new bill is to present age-based certification in the ‘U’ (Unrestricted with Caution) category in three categories, ‘U 7+’, ‘U 13+’, and ‘U 16+’.
– Additionally, the Central Board of Film Certification (CBFC) will be granted the authority to issue a separate certificate for releasing the film on television or other media.
– The bill also includes provisions for incorporating new sections in the Cinematograph Act to prevent film piracy.
– It includes imposing restrictions on unauthorized recording (Section 6AA) and exhibition (Section 6AB) of films.

This will be the punishment:
– The bill introduces a new provision ‘6AA’, which prohibits the use of any device to record any film or its parts for the purpose of unauthorized recording.
– According to the bill, “If any person contravenes the provisions of section 6AA or section 6AB, he shall be punishable with imprisonment for a term which may extend to three years, and with a fine which shall not be less than three lakh rupees but which may extend to five lakh rupees, or with both.”
– The fine may be increased up to five percent of the total cost of production audited.

– For rural areas in the state, an additional 25 days of employment will be ensured beyond the existing 100 days under MGNREGA.

2. Right to Guaranteed Employment:
– After completion of work under urban and rural employment schemes, the government will pay the minimum wage on a weekly or fortnightly basis.
– Officers will ensure that the workplace is within a five-kilometer radius of the registered job card address.
– If employment is not provided within 15 days of application, the applicant will be eligible for a weekly unemployment allowance, but this period will not exceed one fortnight in any case.

3. Right to Guaranteed Social Security Pension:

– The bill provides pension to categories like the elderly, disabled (divyang), widows, and single women.
– From the financial year 2024-2025, there will be a 15% annual increase in pension in two installments.
– It will be increased by 10% in January and 5% in July.
– The implementation of this bill will put an additional burden of 2500 crore rupees on Rajasthan, and gradually, there will be further increments.
