About the post of Governor
– The Governor is the Constitutional Head of a state in India.
– Just as the President is the head of the Union, similarly the Governor is the head of the state.
– However, the real executive powers lie with the Chief Minister and the Council of Ministers.
– The Governor is appointed under Article 155 of the Constitution.
– The Governor is also considered the representative of the central government.
Qualifications for the post of Governor
– According to Article 157: A person must be a citizen of India and at least 35 years of age to become a Governor.
Conditions of office
– Under Article 158, the Governor cannot be a member of Parliament or the state legislature.
– Cannot hold any Office of Profit.
– If a Member of Parliament becomes a Governor, his MP seat automatically becomes vacant.
Tenure of the Governor
– Under Article 156, the tenure of the Governor is 5 years.
– But in practice, the Governor holds office during the pleasure of the President.
– The President can remove the Governor at any time.
– Therefore, it is said that the Governor holds office during the pleasure of the President.

– The growing war between the United States, Israel and Iran in the Middle East is no longer limited to that region… its impact is now directly visible on India’s economy and industries.
– Due to Iran’s control over the Strait of Hormuz, the supply of gas and oil is being severely affected. LNG shortage has started in India, the refinery unit of MRPL has been shut down and many industries are facing cuts in gas supply.
– Meanwhile, a tanker carrying Russian oil has turned towards India.
Strait of Hormuz
– Iran has taken full control of the Strait of Hormuz, although it has officially denied this.
– However, not a single ship is passing through without its permission.
– Only ships from Russia and China are allowed to pass through. India is not included in this list.
– Due to the closure of the Strait of Hormuz, Indian goods worth ₹10,000 crore, 38 ships and 1,100 sailors are stranded.
– The Indian National Ship Owners Association has requested assistance from the Government of India.
– The war in the Middle East will impact several sectors including fertilizers, transport, mining, railways, power and agriculture along with Indian citizens.
Immediate impact
– MRPL (Mangalore Refinery and Petrochemicals) has shut down its refinery unit.
– The biggest impact has been on LNG supply.
– GAIL has announced a gas crisis.
– Adani Total Gas has tripled prices for additional consumption.
– GAIL (India) said on Thursday that it will assess reducing gas supply to customers after receiving a force majeure notice from long-term supplier Petronet LNG due to shipping disruptions amid rising conflict in the Middle East.
Qatar – India’s largest supplier
– On 2 March, Qatar Energy declared force majeure on all LNG contracts, meaning it cannot supply due to emergency conditions.
– Qatar supplies 20% of the world’s LNG. Around 80% of it goes to Asia.
– The Morbi ceramic cluster of Gujarat has been affected.
– The ceramic industry depends heavily on propane or natural gas for its operations, especially for heating kilns and drying processes.
– Industries have stopped receiving new gas connections.
Fertilizer and food crisis
– Initially it was seen as only a gas and oil crisis, but it is now moving towards a food crisis.
– 33% of the world’s fertilizer raw material passes through the Strait of Hormuz.
– Most of India’s raw material also passes through this route via Oman, Jordan, Syria and Hormuz.
– Sulphur supply may decline by 44% and urea supply by up to 30%.
– Qatar is the largest exporter of urea because it produces urea from its LNG plants.
– Globally, the fertilizer sector requires about 30% gas, making the challenge severe.
– Gas supply has stopped and the supply of raw materials like sulphur has also halted.
– Top suppliers: Qatar, Saudi Arabia, Iran.
– About 76% of sulphur supply to India used to come through this route.
– India has a buffer stock of urea for about two months, but a prolonged crisis will create difficulties.
– Kharif sowing season is approaching and the worst time has arrived.
– This is something that cannot be arranged immediately from elsewhere.
India’s options
– India currently has no immediate alternative supply option.
– Iran has taken full control of Hormuz and will decide which country’s ships can pass.
– It may be difficult for India to persuade Iran because an Iranian warship that had visited India was sunk by a US submarine soon after leaving Indian waters, causing the death of many sailors.
– In this context, diplomatic relations are tense.
– India may get LNG from Australia, but it will be very expensive.
Difference between oil and gas supply crisis
– Oil pipelines are spread across large parts of the world, but gas pipelines are not.
– Most gas supply takes place through tankers.
– Saudi Arabia increased production by 500,000 barrels per day. OPEC countries also agreed to increase production by 200,000 barrels per day, which prevented oil prices from rising as sharply as gas prices.
Alternative oil supply efforts
– Saudi Arabia has attempted to transport oil through pipelines near Yemen.
– However, tensions remain in both channels through which oil tankers pass.
– As the oil crisis increases, China and other countries have stopped exporting petroleum by-products.
– India may also take such a step.
– Crude oil pipeline supply continues, but countries like India that rely on tanker imports are facing difficulties.
– India has reserves for about 70–75 days, and excluding strategic reserves, about 24 days.
