– European leaders, not invited to the U.S.-Russia talks in Saudi Arabia, held a meeting in Paris, attended by the heads of the EU and NATO. However, leaders from Slovakia and Hungary were absent. Reports suggest that no consensus was reached during this meeting.
– Foreign affairs expert Prakash K. Ray says that it is interesting how Europe, once the ruler of the world and at the forefront of knowledge, has now been sidelined. The popularity of these leaders is declining in their own countries. They had escalated the Ukraine issue to war with the support of former U.S. leaders, but now the U.S. has told them to manage it themselves.
– A few days ago, Russian President Putin said that European leaders would quickly bow to their master, the U.S. Recently, U.S. President Trump said he was ready to meet the British Prime Minister at their request. It remains to be seen what the result of the U.S.-Russia talks will be.

Russia Says Putin Is Willing to Talk to Zelensky if Needed
– During the meeting, Dmitry Peskov, the spokesperson for the Kremlin, said that if necessary, President Putin would be willing to talk to Ukrainian President Zelensky. However, the question arises: is Zelensky truly the President of Ukraine?
– Peskov also stated that Russia is not against Ukraine joining the European Union, as it does not view the EU as a threat to its security. He emphasized that it is up to Ukraine to decide whether to join the EU or not, as becoming a part of such an organization is the sovereign right of any country. However, Russia holds different views on defense organizations like NATO.

Why Is the Peace Deal Taking Place in Saudi Arabia?
– Saudi Arabia’s National Security Advisor (NSA) will lead this peace deal.
– The Kremlin spokesperson said that Saudi Arabia is a suitable place for talks between both the U.S. and Russia.
– Crown Prince Mohammed bin Salman has good personal relations with both Putin and Trump. Trump has played a significant role in bringing about this peace deal, as he has always supported the Crown Prince.

Trump’s Efforts
– On February 11, U.S. President Donald Trump had phone conversations with both Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky to discuss ending the war. Trump spoke with Putin for about an hour and a half. Both leaders agreed to visit each other’s countries.

Will Ukraine Become an Economic Colony of the U.S.?
– The British newspaper The Telegraph revealed that the U.S. has decided to treat Ukraine as an economic colony.
– The U.S. has proposed a deal of $500 billion (43.48 lakh crores INR) to Ukraine.
– According to the deal, Ukraine would give the U.S. control over its rare earth materials, oil, gas, and most of its natural resources to manage the repayment of American debt.
– The U.S. would take 50% of the recurring revenue from these resources and 50% of the financial value from new licenses issued to third parties for the monetization of these resources. The U.S. would have “dominion rights” over such revenue.
– Ports and a significant amount of infrastructure would also be handed over to the U.S.
– A joint investment fund between the U.S. and Ukraine will be created to prevent other countries from benefiting.

Experts Say Russia Has Gained a Major Portion of Ukraine
– Foreign affairs expert Prakash K. Ray says that the plan to challenge Russia has become costly—Russia has gained a significant portion of Ukraine, and what remains will come under U.S. control.

No Such Conditions Were Imposed During World Wars
– *The Telegraph* states that such conditions were not imposed on Germany after World War I or on Germany and Japan after World War II. Yet, the U.S. has not won a war against Ukraine.
– Such intentions were previously expressed by U.S. President Trump.

What is President’s Rule?
– President’s Rule is a provision under Article 356 of the Indian Constitution, which is imposed when there is a failure of the constitutional machinery in a state.
– In such situations, based on the report of the state’s governor or other inputs, the President can issue a proclamation to assume the functions of the state government and the governor, effectively transferring them to the central government, and transferring the powers of the state legislature to Parliament.
– The President’s proclamation must be placed before Parliament, and unless confirmed by both houses, it will lapse after two months.
– It can be renewed by Parliament for a maximum of three years, with renewals every six months.
– After the first year, renewal can occur under certain conditions, such as the declaration of an emergency in the country or state or if the Election Commission declares that elections cannot be held in the state.

How Does RBI Control Inflation?
– To control inflation, the Reserve Bank of India (RBI) reduces or increases liquidity in the market.
– The RBI adjusts the repo rate to control inflation.
– When inflation rises, RBI increases the repo rate, and when inflation drops significantly, RBI decreases the repo rate.
– Recently, inflation has been reported to be under control, which is why the RBI did not make any changes to the repo rate for the ninth consecutive time in August.
