Major changes
– Increase in guaranteed employment days: Under MGNREGA, every rural household was guaranteed 100 days of employment. Under the VB-G Ram G Bill, this has been increased to 125 days.
– “Pause” in employment guarantee during the agricultural season: For the first time, the bill provides a 60-day pause in employment guarantee during major agricultural seasons such as sowing and harvesting, so that rural labour availability for farmers is ensured. During this period, work will not be provided under the scheme.
– Centre–State financial partnership: Earlier, under MGNREGA, the entire wage cost was borne by the central government. Under the VB-G Ram G Bill, a 60:40 cost-sharing model will apply (for general states) and a 90:10 model for North-Eastern and Himalayan states.
– Financial mechanism: Expenditure will now be controlled on the basis of a fixed “standard allocation” for each state instead of a labour budget.
– Weekly wage payment: The proposed bill provides for weekly wage payments, unlike MGNREGA’s provision of payment within 15 days.
