1. Which country changed its visa rules to deny visas to immigrants with health problems?
a. America
b. India
c. France
d. China
Answer: a. America
– The US Department of State has directed US embassies and consulates worldwide, effective November 7, 2025, not to allow people with serious health problems to enter or stay in the United States.
– This rule is based on the “public charge” policy, which aims to prevent immigrants who may become dependent on US government resources.
– Visa officers have been advised to examine applicants’ health, age, and financial status.
– Visas will be rejected if a person is likely to become dependent on expensive medical care or government assistance in the future.
– It is not yet clear whether this directive also applies to temporary visa categories, such as tourist or student visas. However, technically, this rule applies to all visa applicants.
– This includes those applying for B-1/B-2 (tourism or business) and F-1 (student) visas.
Visa officers will determine:
– Medical conditions such as heart disease, respiratory problems, cancer, diabetes, metabolic diseases, neurological diseases, and mental health problems can require millions of dollars in care.
– Officials will also consider conditions such as obesity, as it can exacerbate problems such as asthma, sleep apnea, and high blood pressure.
– Under the new guidelines, officers will have to determine whether a migrant could become a “public charge,” meaning a burden on government resources, and whether they would require expensive long-term care.
– Officials are also asked to assess whether the applicant can afford their own medical expenses throughout their life without government assistance.
– The health of children or elderly parents will also need to be considered.
Visa officers will check these things:
– Previously, the visa process only included checks for infectious diseases (TB, HIV). Now, a complete history of past illnesses will be requested.
– How expensive is your treatment?
– Can you afford lifelong treatment without government assistance?
– Does your child need any special care? Will you be able to hold a job?
– Are your parents ill? Will they live with you?
The US will not grant a visa if you suffer from these conditions:
– Heart disease
– Diabetes
– Cancer
– Respiratory problems
– Neurological disease
– Mental health
– Disability
– Obesity
People will abandon healthcare services
– The Trump administration tightened the “public charge” rule in 2019, stating, “We will only admit individuals who contribute to our society, not become a burden.”
– This rule will impact immigrants, especially those with health problems.
– According to experts, it will not only increase visa denials but also create a “chilling effect” on healthcare access.
The H-1B and Green Card Process May Be Difficult
– First, Indians are the number one recipient of H-1B visas.
– Trump’s first rule caused 2-4.7 million Medicaid/CHIP beneficiaries to lose coverage. Now, Indian/Asian immigrants with diabetes (affecting over 100 million in India) or obesity will face difficulties obtaining visas.
– The H-1B and Green Card Process may be difficult. This will most impact families with aging parents or children with disabilities.
– The 2019 rule caused 1 in 7 immigrant families to give up Medicaid, SNAP (food assistance), or housing benefits, even though they were eligible.
– This rule will cause people to avoid treatment to hide illnesses, which will worsen their illnesses.
– Because the entire family’s health history will be examined, immigrant parents may be unable to allow their U.S. citizen children to access benefits.
– Pregnant women or chronic patients will avoid birth or preventive care, which may increase maternal/infant mortality.
100,000 Indians apply for green cards
– The Trump administration’s 2025 Public Charge Rule will have a profound impact on India. Nearly 100,000 Indians apply for green cards every year, with over 70% of them being H-1B visa holders in sectors like IT and healthcare.
– According to experts, this rule could increase the rejection rate of Indian applications by 20-30%.
– Especially for middle-income professionals, who will be unable to find high-paying jobs.
– An Indian engineer with diabetes and elderly parents may face visa rejection, even if they have a strong sponsor. This will increase family separation.
India has the highest number of diabetes cases
– 537 million people in the world are affected by diabetes, which will increase to 783 million by 2045. India ranks first, while China is second (140 million in 2030).
– According to the International Diabetes Federation (IDF), India is called the ‘Diabetes Capital of the World’ because it has the highest number of diabetes cases.
– In 2019, 77 million adults in India had diabetes, which increased to approximately 101 million by 2021.
– According to the Diabetes Atlas 2025 (11th edition), the number of adults (20-79 years) with diabetes in India is expected to exceed 101 million in 2024, and is projected to reach 134.2 million by 2045.
